Dear Sir Cecil,

Barton handed me your letter and enclosure on

my arrival here this morning and, let me add, I have read

your letter with much interest.

I had a long talk to Lugard before I left London about the University and an very anxious to come down to

Hon Hong as soon as possible.

cleay wants me apparently to go up to Pekin for a few days, so as at present advised we are off there on Sunday, stay there for a few days, then come back here to meet my 2 Enlish colleagues who arrive early in Larch. We shall, then hold a preliminary meeting and I hope our first visit will be to you at Hong Kong. I hope much that conditions

will allow us to go and visit Canton while we are down

south.

I'm afraid I can't commit myself to any expression

of opinion with regard to your suggestion that we should help

beyond saying (what I always found it easy to say when I governed an Indian province) that they shall have my most sympathetic consideration!
